Why isn't my Google Business Profile showing up, and how do I rank in the top 3?

If you only appear when someone zooms into your street, the profile is verified but under-optimized on those signals.

Cover the individual cities with service-area pages on your website instead. The site carries the geography, the single profile carries the trust.
